Carling and Kirkwood – Proposed changes

HICG has received a notice of a minor variance request in respect of 1475-1501 Carling Avenue that is going to the Committee of Adjustment on June 19 at 1:00 at 101 Centrepointe Drive.  Committee of Adjustment meetings take place in the Council Chamber off of the front lobby.

The property in question is the Camco Acura Car dealership at Carling and Kirkwood.  The owners are planning to demolish the existing building at 1475 Carling Avenue and the front portion of the building at 1501 Carling Avenue and construct a new auto dealership on the site, including an addition to the remaining portion of the building at 1501 Carling.   Currently there is a large parking lot between Kirkwood and the building at 1475 Carling Avenue which is where the bulk of the cars for sale are parked.   The proposed site would shift this building to the Kirkwood edge of the property with the car lot being between the buildings at 1475 and 1501 Carling.

The developer is requesting the following minor variances from the Committee of Adjustment.

1)      To permit the reduced landscaped buffer widths of 1.4 metres, 0.9 metres and 0.3 metres at three different locations along the northern side of the property (bordering the backyards of the residences of the south side of Switzer Avenue) whereas the By-law requires a minimum landscaped buffer width of 3.0 metres and the full perimeter of the parking lot.

2)      To permit a reduced landscaped width of 1.4 metres for four parking spots along the northerly property line whereas the By-law requires a minimum landscaped width abutting a residential zone.

Even though the properties in question are substantial in size, there is no rationale provided by the applicant in the notice issued by the Committee of Adjustment for them not being able to meet the minimum buffer width as required in the bylaw.    As well, the map that is provided does not seem to show the locations or extent (length) of the variances being requested.

Those who wish to provide their views to the Committee of Adjustment need to submit them prior to the hearing, particularly if you are not planning to attend the Committee meeting.  Comments can be submitted to the Committee of Adjustment, 101 Centrepointe Drive, Ottawa, Ontario, K2G 5K7 or at cofa@ottawa.ca.  Please quote file # D0-02-13/A-00170.    Anyone who wishes to speak at the Committee of Adjustment can sign up at the hearing.

As well, if you have particular views on this request to the Committee of Adjustment, please feel free to let your community association know how you feel.   As these proposed variance particularly affect the residents of the south side of Switzer Avenue, we would welcome knowing your views on this matter.
